Without wishing to cast aspersions on Baltar Gaiolas, whose language I do not speak and whose edits I have not reviewed, I think that appointing him in this manner was probably a mistake. We should have instructed him to file an RFA on himself on the Spanish wiki, so that the opinions of his peers could be gathered.

Imagine if we were a second language community, and someone from “above” had appointed a user like The Merovingian to be our first admin - a contributor par excellance, but by no means a team player. This would have been disastrous. Mind you, I’m not saying anything about the character of Baltar Gaiolas, just noting that there are already procedures in place to avoid that type of situation, and that they should have been followed.

The issue, really, is that the Spanish wiki has been dead for some time. An RFA on the Spanish wiki would have likely done nothing, since Baltar Gaiolas has no prior editing history. Yes, perhaps we should have done an RFA, but an RFA on what was, honestly, a dead language wiki?

However, you raise the interesting point on how to go about nominating administrators and sysops on developing (or inactive a la ES) Wikis. It is something I would like to discuss, since I feel much the same way you do, and definitely see where you are coming from.

As for the appointments, if there are issues arising from the appointment, obviously they’ll be dealt with and the appropriate consequences meted out by myself, up to, and including, termination of privileges.
